Submitting a bid as part of the tender process must follow the requirements outlined in the official tender documentation and involves the preparation of three separate folders:
1. Application File (Dosarul Cererii)
2. Technical Offer File (Dosarul Ofertei Tehnice)
3. Financial Offer File (Dosarul Ofertei Financiare)
1. Application File
The Application File must include:
• An official covering letter, drafted according to Annex No. 1, signed by the investor or their authorized representative.
• The application form, following the format in Annex No. 2, which contains general information about the investor and demonstrates compliance with eligibility criteria.
• The bid guarantee, formatted as per Annex No. 5, submitted either as a scanned document or electronically signed file. The original must be presented on the day of bid opening.
Additional attachments:
• A copy of the company’s registration certificate.
• A self-declaration confirming the absence of insolvency or liquidation procedures.
• Technical documentation that proves compliance with the qualification criteria.
• A detailed index of the offer, listing all documents and the number of pages for each (a table of contents is recommended).
These documents may be submitted either as one consolidated and digitally signed PDF or as separate signed PDFs. Regardless of the format, each file must be clearly labeled and well organized. The bid guarantee, as it is signed by a third party (bank), must be submitted as a separate file.
2. Archiving and File Transfer
The Technical and Financial Offer files must be archived separately using 7-zip to ensure confidentiality and data integrity.
If the total file size exceeds 20 MB, it is recommended to use a secure file-sharing platform (e.g., Google Drive, Dropbox) and send the download link to the tendering authority to ensure proper access and processing.
3. Presentation at the Opening Session
On the day of the bid opening session (April 1st), the investor’s representative must present a valid ID and the original authorization (power of attorney) confirming their right to represent the investor.
